Scholarships are normally performance based. Perhaps you didn't see the recent stories about standards being lowered for minority students while remaining at previous levels for white students. While you're at it please give me a source for your 90% statement.

Time is a poor example. I'm sure you can do better than that. To my knowledge Time is not and has never been anything but a general news magazine. I've seen many pieces concerning civil wars in Africa, urban poverty in America, the civil rights movement, etc. In fact Martin Luther King Jr. is rightfully a former Time man of the year. There have been other minority "man / people of the year".
